PNM is trying to kill the threat of roof-top solar by requiring cumbersome regulations that will make solar more expensive, squeeze out the small and medium size solar businesses in the state like Positive Energy and create a chilling effect to deter people's interest in installing solar on their homes and businesses. 

We've seen this before, in fact it comes directly from the playbook of ALEC and the Koch Brothers -- anti-solar bills disguised as "consumer protection" legislation. Read more HERE. See the Huffington article about it HERE.

We are excited to have introduced this legislation that will require all investor owned utilities to put out RFPs for ANY and ALL energy supply acquisitions. Already in effect in more than 20 states nation-wide, competitive procurement practices for electricity supplies is the industry standard and the easiest way to assure fair, competitive, transparent resource selection.

Had we had this legislation in place ahead of the Replacement Power decision there is no way PNM would have been able to select their own coal and nuclear resources. As a result, this bill is a serious threat to their monopoly control and their going to fight it tooth and nail.

The State's Renewable Portfolio Standard is a mechanism to force our state's IOUs to transition to renewables by dictating the % of renewable energy that has to be included in their energy mix by a given date . Currently, the RPS is set at 20% by 2020.
